Felicia Jacques / Principal and Manager
Maloney Development LLC
As Principal Developer and Manager, Felicia Jacques joined Maloney to launch Real
Estate Development Services. A strategic and transactional leader, Ms. Jacques is
responsible for conceiving, structuring and managing development initiatives for
Maloney’s own account along with key clients, leveraging key relationships and
engaging sponsors to optimize development opportunities.
Over the decade since, clear and decisive skill in project delivery and mixed financing of
highly designed new construction, acquisition/renovation, LIHTC, historic and adaptive
reuse, has delivered assets totaling over $150 million in Total Development Costs.
An entrepreneurial and well-connected business leader within the Greater Boston real
estate community, Ms. Jacques brings a depth of development expertise in zoning,
entitlements, financing and design. Her civic leadership experience is deep with
numerous board memberships, mayoral appointments, and officer elections including
the Chair of Boston’s CPA Community Preservation Committee, Historic Boston, Inc.,
the Boston Landmarks Commission and former Board Chair of Citizens Housing and
Planning Association (CHAPA).
Ms. Jacques served as The Community Builders, Inc., Northeast Regional Director for a
decade managing a core staff of development project managers and associates along
with directing cross operational functions including property management, legal and
syndication.
Projects, including residential and attendant commercial spaces completed under her
direction were financed using Low Income Housing Tax Credits, Historic Tax Credits,
New Markets Tax Credits, bond financing and private debt and equity. In the largest
single real estate development in the company’s 45 history, her role as lead negotiator
with Harvard University in a multiacre land swap with resources on behalf of
Charlesview Apartments resulted in a $159M, 478,000 sf mixed use, mixed income 260
unit rental development with retail/commercial space, infrastructure improvements with
underground parking
Ms. Jacques received her undergraduate degree in Architecture from The University of
Texas at Austin and holds a Masters Degree in Real Estate Development from Columbia University.
